The Dell FVT03 is the right IO Riser 3 board for the 14th generation PowerEdge four socket 3U platform, carrying three full height PCIe Gen3 x16 slots serving chassis slots 11, 12, and 13 through the fourth processor. Its bracket cage circulates under YFP9P. It is the part to fit when building out the right expansion bank for network adapters, storage controllers, or HBAs, or when replacing a failed riser. Note that CPU 4 must be installed for these slots to function.
